Lakes & Prairies Community Action Partnership's mission is to assist low income people in their quest for self-sufficiency. Our vision is to be a visible leader in encouraging self-sufficiency and attainment of personal goals through valued services that address the people in the communities we serve.

Lakes & Prairies Community Action Partnership (formerly Clay-Wilkin Opportunity Council, Inc.) changed its name in 2003 to reflect the growth of our programs and the expanded area we serve. Our goal for the past 41 years has been to end poverty in the areas we serve. We believe ending poverty begins with community change. We have joined with community action agencies across the nation in measuring six community goals. These goals are:
- Low-income people become more self-sufficient
- Low-income people, especially vulnerable populations, achieve their potential by strengthening family and other supportive services.
- Low-income people own a stake in their community.
- The conditions in which low-income people live are improved.
- Agencies increase their capacity to achieve results.
2004 marked the fortieth anniversary of the War on Poverty. On March 16, 1964 President Lyndon B. Johnson in a special message to congress said, "Because it is right, because it is wise, and because for the first time in our history, it is possible to conquer poverty, I submit, for the consideration of the Congress and the country, the Economic Opportunity Act of 1964.... Second, through a new Community Action program we intend to strike at poverty at its source - in the streets of our cities and on the farms of our countryside a month the very young and the impoverished.
