4-H youth development education creates supportive learning environments for youth and adults to reach their fullest potential as capable, competent and caring citizens. 4-H provides hands-on, real-life experiences through projects, activities and events. Youth are involved in 4-H through clubs, school enrichment programs, independent study, after-school programs, and special interest programs. 4-H is offered in every county by an Extension Agent.

The NDSU Extension Service has programming in every county of the state. Extension staff are the 'Outreach Represenatives' of the Land-Grant Institutions.

Extension staff (county and state level) operate under and educational mandate to meet the educational needs of the citizens of the state. Those needs are met through programming that is determined by a combination of federal directives, state data/trends, and county input regarding the needs and methods of delivery. Grass-roots efforts are emphasized.

Extension staffing in North Dakota consists of a variety of positions usually categorized as county or area staff, state specialists, and various positions provided by specific grand-funded programs. A state specialist is located at the university, within an academic department, to encourage collaboration among faculty and extension staff as everyone works to better the lives of the citizens of their state.
